ZONING ENFORCEMENT OFFICER - PLANNING DEPARTMENT

PURPOSE OF POSITION:
Performs professional work in the handling of a variety of assignments within a professional office, at outdoor sites, including construction sites, and often on difficult terrain; does related work as required. Work is performed under the general supervision of the City Planner and Assistant City Planner.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

1. Assists staff and the public with land use, zoning and codes violation reviews and issues; provides information to the public.
2. Serves as staff support to various boards and commissions.
3. Uses, prepares, and maintains various planning databases including files, maps, GIS maps and files, graphics, and records.
4. Assists planning staff with project reviews and analyzes developed properties for compliance with zoning standards.
5. Conducts site visits to inspect property for compliance with adopted codes and approved plans including sites under construction.
6. Gathers information on vacant property and photographs sites subject to enforcement or development review.
7. Responds to complaints regarding land use, zoning and codes violations and conducts on-site zoning enforcement investigations and inspections, prepares violation notices, and may attend court hearings and provide testimony on zoning code violations.
8. Tracks non-conforming uses, structures and signs to help ensure that they are not expanded or updated without following adopted rules and regulations.
9. Performs related tasks as required.

MINIMUM QUALIFICATIONS:
• Bachelor’s degree in Math, Engineering and Physical Sciences, Building System Construction and Manufacturing or Design (architecture) or related field, preferred; or
• Associate’s degree from an accredited college or university; and
• A minimum of one (1) year of professional code enforcement, law enforcement or community planning experience; or
• An equivalent combination of education an experience.
• Must have a valid driver’s license.

SPECIAL REQUIREMENTS:
• Ability to obtain certification by completing the planning and zoning series (CPZ100-CPZ109) from the TFACA within one year of employment.

KNOWLEDGE, SKILLS, AND ABILITIES:
• Thorough knowledge of the principles and practices of Code Enforcement, Construction processes and inspection and research and record keeping.
• Thorough knowledge of, mathematics, including geometry as applied to plans review and site inspection.
• Thorough knowledge of current literature and recent developments in the field of Code enforcement and construction management.
• Ability to assess and present technical information and code requirements clearly to the public.
• Use of office software including ESRI ARC GIS software products.
• Ability to establish and maintain effective working relationships with professional colleagues, employees, and representatives of other public agencies.

PHYSICAL REQUIREMENTS:
This position involves requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects. Walking on difficult terrain without assistance, fingering, and repetitive motions. Vocal communication is required for expressing or exchanging ideas by means of the spoken word. Hearing is required to perceive information at normal spoken word levels. Visual acuity is required for color perception, preparing, and analyzing written or computer data, use of measuring devices, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surrounds and activities. The worker occasionally may be subject to adverse environmental conditions since on-site inspection and the ability to visit and traverse sites under-construction or with varying topography is necessary.

WORK ENVIRONMENT:
Works is performed in an office setting, in generally comfortable conditions. When at a job site, the employee is subject to outside environmental conditions including extreme cold, extreme heat, noise, vibration, hazards, atmospheric conditions, dust/dirt, grease/oils, paint fumes, moving parts of machinery and extreme weather conditions both hot and cold.
