Planner or Senior Planner
The City of Cookeville is accepting applications for a position in the Planning Department. The position will be filled at either Planner or Senior Planner, depending on qualification.
Employees in this class are under general direction of the Planning Director. Work performed in long range and strategic planning, land use controls including zoning and subdivision regulation and related areas of municipal planning. Serves as an assistant planner to the Planning Director.
Examples of work performed: provides staff support to the Planning Commission, Board of Zoning Appeals and Historic Zoning Commission; reviews subdivision plats and site plans for compliance with applicable city codes; schedules and facilitates plan review meetings with developers/contractors; conducts site inspections to obtain information and review compliance with planning requirements; adds plats to the subdivision database and forwards to E911 addressing personnel; manages administration of financial guarantees of infrastructure improvements and work completion warranties; attends meetings of the City Council, Planning Commission, Board of Zoning Appeals and Historic Zoning Commission when assigned by the director; prepares maps and other materials for presentation at meetings; conducts research and prepares reports on various planning related topics; contributes to development and maintenance of comprehensive land use plans, analysis of annexations, etc.; maintains Planning Department information on City web site and various planning related databases; serves as contact person for FEMA national Flood Insurance Program; prepares presentations for various commissions, boards, City Council, citizen groups and committees; performs other duties as assigned.
Required Knowledge and Abilities:
Knowledge of the principles and practices of City Planning
Knowledge of land use controls including zoning and subdivision regulations
Knowledge of comprehensive land use planning
Knowledge of planning and design theory and methodology
Knowledge of principles of land development and planning
Knowledge of Geographic Information Systems
Ability to evaluate situations and make decisions
Ability to work a flexible schedule
Ability to communicate effectively orally and in writing
Ability to establish and maintain an effective working relationship with the public and other employees
The required knowledge, skill, and abilities to satisfactorily perform job duties are normally acquired through attainment of a Master’s degree (M.A.) in urban planning or related discipline plus four years of city or regional planning related experiences; or an equivalent combination of education and experience. Must possess a valid Tennessee driver’s license. AICP Certification required or obtain within one (1) year of employment.
Bachelor’s Degree in planning, public administration or related field, driver’s license and one (1) year progressively responsible experience in city or regional planning or related field of which some must have been in an administrative or consultative capacity. Must possess a valid Tennessee driver’s license.
Must have effective verbal and written communication skills. Must be able to work a flexible schedule and visit a variety of work sites which requires good mobility. Frequently stands, walks, and sits. Occasionally exposed to outdoor weather conditions. Occasionally lifts up to 10 pounds.
