Purpose

 

Performs professional planning services for the City of Kingsport.

 

Essential Functions

 

  • Serves the boards and commission of the department with written reports and recommendations for department functions;
  • Performs complex data analysis to support customer and board/commission services;
  • Assists the Planning Manager in obtaining department goals and objectives to accomplish a unified and comprehensive planning program;
  • Coordinates and follows up on the progress of submitted proposals;
  • Provides resource support of professional planning information to citizens, developers, realtors, lenders, government commissions, and boards;
  • Provides assistance in formulating plans and strategies and takes the lead;
  • Provides backup support for boards and commissions not principally assigned to;
  • Obtains skill and knowledge to competently take charge of the department in the absence of the Planning Manager;
  • Provides timely and accurate customer service to the citizenry; and 
  • Performs additional duties as assigned.

 

Qualifications

 

  • Knowledge of the principles, practices, and methodologies associated with the planning process; 
  • Ability to demonstrate proficiency in the knowledge of TN planning laws, and urban planning principles;
  • Skill in developing and implementing a variety of short- and long-term community plans;
  • Skill in analyzing/evaluating a variety of project/plans for integration with City of Kingsport’s goals and objectives;
  • Possess the ability to guide a customer through all basic functions of the department;
  • Skill in communicating orally and in writing with professionals and the general public; 
  • Skill in presenting information clearly to small and large groups of people;
  • Skill in establishing effective relationships with members of boards and commissions, city officials, city staff, stakeholders, and the public.

 

Education and Experience

 

Bachelor’s degree in Planning, Geography, Public Administration or closely related field; plus, 3 years planning experience in a comparable agency required.  A Master’s Degree in Public Administration or Urban/Municipal Planning may substitute for two years required experience. *Must have a valid State of TN or VA driver's license. 

 

*Certification in American Institute of Certified Planners (AICP) preferred.
