JOB SUMMARY

This position assists in coordinating various planning functions of the Department.

MAJOR DUTIES

  • Interprets and applies City ordinances, regulations, policies, and master development plans pertaining to zoning, subdivisions, landscaping, land use, site development, or other applicable areas
  • Reviews the following types of applications:  Rezoning, Master Development Plans, Site Plans, Subdivision Plats, Conditional Use Permits and Variances
  • Review and approve construction plans for compliance with zoning ordinance, subdivision regulations, and preliminary plats 
  • Reviews commercial site plans for compliance with design review and landscaping standards; conducts site inspections; reviews certificates of compliance from landscape architects and engineers to verify site plan has been built to specification; reviews building permit requests
  • Inspects subdivisions and residential developments to ensure compliance with approved plans and plats
  • Provides information and assistance to developers, contractors, and the general public regarding zoning issues
  • Attends various meetings; serves on committees; makes speeches and presentations
  • Utilizes Geographical System to create and update maps and other databases; creates and updates custom databases relating to department activities
  • Assists with and directs zoning enforcement issues in conjunction with the Planning Director
  • Collects, organizes, and maintains social, economic, and census data for use in technical studies and reports; conducts field studies and collects data; presents findings
  • Ensures current status of planning-related maps
  • Performs long-range planning activities such as those related to land-use, transportation, capital improvement, and neighborhood redevelopment
  • Responsible for CDBG and other grant programs as assigned, including project administration and coordination
  • Provides research on Tennessee Code Annotated in relation to Planning and Municipal issues, and as assigned, propose amendments as needed or due to changes in TCA
  • Prepares Annexation Plans
  • Conducts or coordinates special census studies
  • Performs other related duties as assigned

 KNOWLEDGE AND SKILLS REQUIRED

  • Knowledge of planning and zoning theories, principles, and practices
  • Knowledge of civil engineering and architectural design principles and practices
  • Knowledge of land use and planning principles and practices
  • Knowledge of the techniques and materials used in building construction
  • Knowledge of public finance and budgeting principles and practices
  • Knowledge of City and department policies and procedures
  • Skill in management and supervision
  • Skill in directing municipal planning and zoning operations
  • Skill in the use of the Geographic Information System in the creation of maps
  • Skill in reading and interpreting blueprints, maps, and aerial photographs
  • Skill in budgeting
  • Skill in operating a computer and related software and audiovisual equipment
  • Skill in public relations
  • Skill in oral and written communication

SCOPE AND EFFECT

The purpose of this position is to assist in coordinating the planning functions of the department.   Successful performance helps ensure that construction in the City meets established standards of quality and safety and sets trends for future growth.  

PHYSICAL DEMANDS AND WORK ENVIRONMENT

The work is typically performed in an office while sitting at a desk or table.

SUPERVISORY CONTROLS:  This position reports directly to the Planning Director. 

SUPERVISORY AND MANAGEMENT RESPONSIBILITY:  This position has functional supervision over the Zoning Enforcement Officer.

MINIMUM QUALIFICATIONS

  • Bachelor’s degree in City planning or related field is required
  • A minimum of five (5) years of experience in City planning in the above related work is required
  • Possession of or ability to readily obtain a valid Driver’s License issued by the State of Tennessee for the type of vehicle or equipment operated
  • AICP certification is preferred or the ability to seek AICP certification within two years after hire
