About Choose How You Move
CHYM, approved by 66% of voters in 2024, is Mayor O’Connell’s transportation improvement program and the largest capital program in geographic scope and scale to be undertaken in Nashville’s history. Implementation of the $3.1 billion in CHYM capital projects requires extensive collaboration among multiple Metro departments, project managers, and vendors; coordination of $111 million worth of annual operating expenditures; and robust engagement with neighbors. CHYM will transform how people move around the city for decades to follow.
CHYM includes installation of smart signals at nearly 600 intersections. It adds 24/7/365 transit service and builds 54 miles of high-capacity transit with more frequent, reliable, and accessible service. It builds 86 miles of sidewalks to ensure Nashville completes the WalkNBike Nashville priority sidewalk network and connects our busiest neighborhoods to major transit routes. The program makes safety improvements on 78 miles of the Vision Zero High-Injury Network, creating safer streets for pedestrians, bicyclists, drivers, and transit users alike.

This role collaborates extensively with the Mayor’s Office, NDOT, WeGo, local utilities, and other Metro entities involved in CHYM implementation.
Job Description
- CHYM Coordination (25%)
Lead the Planning Department’s effort to help implement Choose How You Move. A critical element of this is coordinating with the Mayor's CHYM Chief Program Officer, Program Management Office and other departments’ CHYM implementation efforts. This includes understanding the design and approach of corridor planning programs to link infrastructure decisions with the policies and regulations that shape the design of the built environment and public realm. This position will ensure capital needs are appropriately reflected in the Capital Improvements Budget and CHYM capital budgets and drawdowns, and support reporting on CHYM progress as needed.
- CHYM Corridor planning (50%)
Create planning documents that support the program strategy, reflecting existing or needed rights-of-way, and implementation opportunities through land use policy, design guidelines, zoning, and capital improvements. These technical, high-engagement efforts will likely involve working with other divisions in the department, other Metro agencies, and outside consultants. Corridor planning processes will be aligned with a project delivery schedule established by the Mayor’s CHYM Program Management Office and will include establishing a shared, grounded vision through community engagement and market research and needs assessments. They will also work collaboratively with subject matter experts to make recommendations and set priorities for land use regulations and capital investments.
- Other CHYM roles (25%)
- Supervise junior-level CHYM planners.
- Participate in division, departmental, and multi-departmental meetings and reviews.
- Lead general outreach and engagement about CHYM and Planning department activities.
- Collaborate with other planning programs within the Advanced Planning & Research team to inform and extend CHYM projects.
- Assists section and division leads with annual reporting on section activities
Skills with expectation of proficiency: Word, Excel, Teams, PowerPoint, ArcGIS, Adobe creative suite, SketchUp; demonstrated ability to write both highly-detailed, technical documents for specific audiences and practical, jargon-free documents for general audiences.
Education and Experience:
Bachelor’s Degree from an accredited college or university and six (6) years of planning experience
OR
Master’s Degree in Planning or related field from an accredited college or university and four (4) years of planning experience
Salary and Benefits
This Planner 3 position will be filled with an annual salary range of $98,314 to $111,500 along with excellent health, dental and retirement benefits, and competitive paid vacation time, paid sick leave, and paid holidays.
