Performs difficult skilled technical work coordinating the future orderly growth and development of the City of Goodlettsville. Work is performed under the supervision of the Sr. Director of Economic and Community Development.
Supervises and directs all activities and programs in the Planning Department including planning, zoning, subdivision regulations, zoning ordinance, signage, and related activities. Develops long and short-range plans, gathers, interprets and prepares data for studies, reports and recommendations and coordinates Departmental activities with other departments and agencies. Coordinates and conducts site plans and plat reviews for conformance with existing regulations and sound planning practices. Receives drawings, site plans, applications and related documentation for dissemination and review for compliance with existing land use ordinances. Develops recommendations pertaining to planning and development issues and submits them to the Planning Commission, Board of Zoning Appeals and/or City Commission for review. Administers land use regulations including subdivision regulations, municipal codes and state and federal legislation. Conducts site inspections for compliance with planning related requirements and coordinates with the Director of Codes and Fire Marshal on Certificates of Completion and Certificates of Occupancy as they relate to completion of site requirements. Coordinate with the Director of Codes and Fire Marshal on current building and codes regulations as they relate to planning. Participates in site evaluation of properties proposed for development. Manages plan reviews that require Planning Commission approval and administers comments from other City staff in plan revisions and approvals reflected in the electronic permitting system. Administers the City’s Floodplain Regulations. Administers and enforcement of all approved site plans as they relate to landscaping, lighting, and any other approved requirements. Research, prepare, and submit annexation petitions and notify all City Departments, County, State and Federal agencies of incorporation. Prepares documentation required to update, amend and/or develop new land use regulations and prepares resolutions and ordinances when required. Responds to requests for information from local and regional officials, staff members and the public. Research planning related grants and other funding sources and submit grant applications when appropriate. Participates in annual budget preparations and monitors the expenditure of funds to ensure the accurate accounting of all receipts and expenditures. Recommends and implements operational policies of the Planning Commission. Remains current on pending legislative actions and changes occurring in the municipal planning and development field. Compiles statistical and historical data on human, economic development, demographics, land use, natural and cultural resources related to comprehensive planning, urban design and cultural resource management and development. Maintain all records, historical data and related documentation pertaining to prior, current and future planning and development activities. Responds to citizen complaints, questions and issues pertaining to land use ordinances and planning and development regulations. Performs related duties as required.
Graduation from an accredited college or university with a Bachelors or Master’s Degree in Planning, Civil Engineering, or closely related field and a minimum of eight to ten years’ experience working in a Planning Department; excellent organizational, interpersonal, analytical and decision making skills; strong mathematical and communication skills; extensive knowledge of municipal codes and state and federal regulations regarding land use and environmental issues; or any equivalent combination of education and experience.
