JOB SUMMARY
Performs complex professional and administrative work ….overseeing the Planning, GIS, MTPO, Inspection, and Code Enforcement offices. Additional duties include providing technical assistance to Hamblen County.
ESSENTIAL JOB FUNCTIONS (examples, not all all-inclusive)
- Assists
- Directs and coordinates the city planning, GIS, building inspections, transportation, community and economic development programs.
- Reports and advises the City Administrator and officials on planning and development matters.
- Establishes and implements goals and policies for the department.
- Addresses concerns of the citizens, City Council, and City Administrator.
- Prepares staff reports for the Planning Commissions and City Council action.
- Prepares long-range analysis, including corridor studies, downtown redevelopment plans, and the Urban Growth Plan.
- Researches and prepares text changes to the Zoning Ordinance and Subdivision Regulations.
- Prepares presentations and reports for the Planning Commission, City Council, IDB, and Hamlen County Commission.

QUALIFICATIONS
Education and Experience:
Any Master's degree (M. A.) or equivalent, seven (7) to ten (10) years of related experience or training, or equivalent combination of education and experience.combination of education and experience.
Knowledge, Skills, and Abilities:
- Thorough knowledge of public management and organization theories, principles, practices, and techniques at the local level.
- Thorough knowledge of the organization, function, and methods of operation of the city's legislative, executive staff, and operational departments.
- Thorough knowledge of the fundamental laws, ordinances, and regulations for budget preparation, approval, and administration.
- Thorough knowledge of municipal finance and administration.
- Ability to analyze various complex problems, make sound recommendations for their solutions, and prepare working procedures; ability to communicate complex ideas effectively both orally and in writing.
- Ability to establish and maintain effective working relationships with local, State, and other governmental officials, civic and business leaders, associates, and the general public.
