Nature of Work
Responsible professional work assisting with the orderly growth and development of the City of Pigeon Forge. Duties include collecting and analyzing social, economic, demographic, land use and other data; assisting with long- and short-range planning and Master Plan updates; reviewing zoning requests, site plans and subdivision proposals for compliance with applicable codes and plans; supporting GIS and mapping programs; developing planning recommendations; interpreting regulations; attending meetings; conducting zoning compliance inspections; and maintaining planning records and documentation. Performance is evaluated by the Community Development Director based on the effectiveness of planning activities and demonstrated technical, organizational, analytical and interpersonal skills.

- Performs professional planning work involving a variety of municipal planning assignments.
- Assists with planning, zoning, subdivision, signage and environmental code programs and enforcement activities.
- Assists with updating the Master Plan and developing long- and short-range plans, studies, reports and recommendations.
- Coordinates and conducts site plan and plat reviews for compliance with regulations and sound planning practices.
- Reviews drawings, applications, site plans and related documentation for compliance with land use ordinances.
- Develops recommendations on planning and development issues for the Planning Commission, Board of Zoning Appeals and City Commission.
- Interprets and explains subdivision regulations, municipal codes, and applicable state and federal laws.
- Coordinates mapping and GIS programs and utilizes GIS applications for planning and development.
- Assists with administration of the Pigeon Forge Municipal Flood Damage Prevention Ordinance and supports the city’s stormwater program.
- Assists with annexation petitions, required notifications and related documentation.
- Assists with transportation planning and represents the city on transportation projects as assigned.
- Prepares documentation for updating, amending or developing land use regulations and ordinances.
- Coordinates planning-related meetings and makes presentations as needed.
- Responds to requests and questions from officials, staff, developers and the public.
- Researches planning-related grants and funding opportunities and assists with applications.
- Coordinates with the East Tennessee Development District and other local, regional, state and federal agencies on planning initiatives.
- Attends required workshops, seminars and meetings and remains current on planning legislation, regulations and professional practices.
- Compiles and analyzes demographic, economic, land use, environmental, cultural and other planning data.
- Maintains planning records, historical data, site plans, maps and related documentation.
- Responds to citizen concerns regarding land use, zoning and planning regulations.
- Conducts zoning compliance inspections and investigates potential violations.
- Performs related duties as required.
Necessary Requirements of Work
Graduation from an accredited four-year college or university with a B.A. or B.S. degree in Planning, Civil Engineering or a closely related field; at least two years of experience with a governmental planning commission or planning department; strong organizational, interpersonal, analytical, decision-making, mathematical and communication skills; and considerable knowledge of municipal codes and state and federal land use and environmental regulations; or an equivalent combination of education and experience.

- Thorough knowledge of municipal codes, ordinances and state and federal regulations governing property use and development.
- Knowledge of floodplain management laws and regulations.
- Knowledge of word processing, spreadsheet, database and other computer applications.
- Knowledge of business English, report writing and correspondence.
- Knowledge of basic and advanced mathematical concepts used in data analysis.
- Knowledge of local and regional geography, including soils and subsurface conditions.
- Knowledge of GIS principles, applications, technologies and trends related to planning and development.
- Ability to effectively use GIS applications.
- Ability to interpret statistical and technical information and prepare comprehensive reports.
- Ability to organize, prioritize and complete assignments within established deadlines.
- Ability to analyze complex information, identify problems, establish facts, draw logical conclusions and make appropriate decisions.

Physical Requirements
This is primarily sedentary work requiring occasional exertion of up to 10 pounds of force and frequent or constant handling of negligible weight. Work requires reaching, standing, and walking; verbal communication and hearing at normal spoken levels; and visual acuity for depth and color perception, computer and written data, small details, measuring devices, equipment and vehicles. Work occurs in both indoor and outdoor environments.
Necessary Special Requirements
- Possession of a valid Tennessee Driver’s License and eligibility for standard vehicle liability insurance.
